The House will vote on the new state budget this week, possibly Thursday.

The House Republican office is telling us that it’s a great budget. It’s great on curbing taxes. But you probably also think stopping voter fraud is important too? So do we.

But voter fraud and taxes won’t matter if we allow the demographics of our towns to be changed because we’ve lost local control.

That is exactly what these efforts to control zoning are all about.

This is just another way to water down the conservative vote — make sure no town or city can choose how they will develop.

This is a letter BRA plans to send to all legislators, the Governor, and every newspaper in NH.

Please write to the Governor, the full House of Representatives and full Senate to express your discontent with the idea that failed bills are being secreted into the budget so that the housing agenda of Joe Biden can be realized here in NH, without anyone in NH taking the blame for it.

Remind Governor Sununu to stand by his recent statement that he is a huge fan of local control and insist he NOT sign this budget until this planning and zoning nonsense is removed.

Budget Needs Renegotiating ASAP

The House will vote on the new state budget this week, possibly Thursday.

So you think this is a great budget? It’s great on curbing taxes. But you probably also think stopping voter fraud is important too? So do we.

But voter fraud and taxes won’t matter if we allow the demographics of our towns to be changed because we’ve lost local control.

That is exactly what these efforts to control zoning are all about.

This is just another way to water down the conservative vote — make sure no town or city can choose how they live.

Because there are great things in the new budget is precisely why other things were included [in the Senate version] that were leftover from bills that failed in the House. The public is being duped.

Why do people complain about President Biden’s efforts to nationalize the zoning process with AFFH, taking away local control and even outlawing single-family zoning, when your NH legislators are doing the very same thing at the bidding of their Republican governor?

Why isn’t anyone talking about this? This budget needs to be renegotiated ASAP!

Specifically we refer to the items, by page, that need to be removed:

Page 84, line 24: There will now be established an “Office of planning and development…” And on line 34 the purpose of which is stated in part as: “(c) Encourage and assist planning, growth management, and development activities of cities and towns and groups of cities and towns with the purpose of encouraging smart growth.”

Smart growth as we all know, means “new urbanism”, something most rural NH towns have rejected.

Page 85, line 1: “(e) Participate in interstate, regional, and national planning efforts”.

Does this mean they will comply with Biden’s attempts to centralize zoning and mandate housing from the national level? This is not conservative NH, in fact it’s downright Bolshevik.

Page 85, line 12: Creation of a “State Development Plan”. And on line 24: “The office shall also consult with officials of regional planning commissions and regional and local planning and development agencies, local officials, representatives of the business and environmental community, and the general public.”

Regional planning commissions are unelected, unaccountable bureaucracies that already have too much say in what goes on in the towns. State government should not be picking and choosing which businesses to give your tax dollars.

Page 86, lines 17-21: A new position will be created, director of the office of planning, who will “…coordinate resource and development activities affecting more than one state agency, level of government, or governmental function.”

Page 87, line 5: “(a) Planning assistance to local units of government, and (b) Preparation of regional plans.”

The state will ‘assist’ with master plans in the towns. What if towns don’t want any help? What if they don’t want to follow the agenda of the ‘region’?

Some of these ideas come directly from the failed HB 586, a bill that failed because the House of Representatives knew people did not want it.

These items did not stand the test of the largest governing body. Therefore these items should not be in the budget.

Page 88, line 7-9: “II. A revolving fund known as the municipal and regional training fund. (a) The moneys in this fund shall be used for the purpose of providing training to local and regional officials.”

Again, straight out of HB 586 and other failed bills, this effort is to make sure planners know they must toe the mark of “new urbanism”.

In addition to the massive amounts of bureaucracy these items create, local control over the character of NH as it is today will be forever lost.

Please write to the Governor, the full House of Representatives and full Senate to express your discontent with the idea that failed bills are being secreted into the budget so that the housing agenda of Joe Biden can be realized here in NH, without anyone in NH taking the blame for it.

Remind Governor Sununu to stand by his recent statement that he is a huge fan of local control [“I am a diehard advocate of local control,” Sununu said. “I appreciate everyone’s frustration, but we are not changing the rules around local control. It is what separates us from the other 49 states — having a nimble, responsible system because so much of it happens at the local level.”] and insist he NOT sign this budget until this planning and zoning nonsense is removed. The House should insist this stuff, placed there by the Senate, be removed.
